Research On Open Governance Model Of Local Government Data

With the rapid development of information technology,how to effectively solve the problem of data governance has become a hot spot in academic research.Government data is an important information related to the country and people's life.As well as supporting government decision-making and providing services to the public,it can also encourage citizens,businesses and other institutions to participate in public affairs and provide innovative services.However,in an open data environment,the use of government data often results in breaches of citizens' personal information.This requires us to strengthen the management of government data resources.Local governments are important practitioners of national governance modernization and pioneers of innovation in the national governance capacity system.As the compass of government data governance activities,the local government data open governance model can not only provide services for the government,but also add value to the government data and bring great benefits to all parties.First,a systematic review of the literature on open government data management is conducted and theoretical conclusions about open urban data management models are presented.Second,using the literature search method,the synthesis and induction method,and the expert survey method,combined with the classification of open government data sources and the characteristics of government data governance,this paper proposes seven levels of model elements,including strategy,system,organization,data,technology,personnel and stakeholders.These seven levels can be further refined into 18 element indicators.After scoring the factors,the experts use SPSS software to analyze the results of the data obtained,and use the coefficient of variation and Kendall harmony coefficient to study the unity and coordination of expert opinions,then analyze the feasibility of the model,and then combine the three principles to build a local government data open governance model to ensure the implementation of the model from the three aspects of interaction,power and implementation,and finally from the aspects of governance planning,implementation Optimize the three stages to explore the applicability of local government data open governance model.
