Analysis Of Legal Issues In Internet Lottery

Since China started to sell lotteries online,its development is not smooth.In 2015 it had been halted as China’ Ministry of Finance,Ministry of Public Security,State Administration for Industry and Commerce and other government sectors had announced that it is illegal to sell lotteries online.It is said the regulation would be expired till April in 2017,therefor many enterprises wanted to invest in online lottery.However,there is no official news about starting to sell internet lotteries.Without legal permission,however,some illegal online lottery websites are still selling lotteries.It proves that Government’s Ban on Internet lottery does not work as expected,from experiences of United States,United Kingdom and Australia,Chinese government should try to change its ideas and be open about Internet lottery.This thesis first does research about regular lottery and makes comparison with online lottery to find out online lottery’s special traits;second,this article analyses what aspects keep online lottery from developing smoothly,for instance,loophole in laws and weak legal status;then this article introduces online gambling in United States of America,which have brought some tough legal issues,like problem gamblers,money laundering,capital outflow and unstable gambling market and what actions United States of America have taken to solve these problems.In the last,based on foreign experiences,China should consider regulating online lotteries instead of totally banning it.The legalization of online lottery should combine with proper regulating system,strict access controlling for choosing operators to create a stable and clean atmosphere for consumers.
