You are advised to buy lotteries at nearly entity sales outlets. We are sorry for any inconvenience brought to you” when the browser was opened and related words of Internet lottery were searched. It is the fifth defeat that Internet lottery industry has suffered and also involves the strongest strength of reorganization and the widest range. In the case of legal vacancy and faced with the impact of Internet, how does Internet take the road of sustainable development? Through teasing the legal attributes of Internet lottery and legal relationship among various subjects, this paper will make clear their rights and obligations so as to solve civil legal disputes in Internet lottery sales. Based on analyzing the current situation of legal system of China’s Internet lottery, secondly, this paper puts forward the idea of speeding up the formulation of unified Lottery Law, establishes the sound system of approval administration, sales management, funds management, supervision and administration for Internet lottery sales, protects the legitimate rights and interests of various parties involved in Internet lottery and hopes to build a scientific, normalized, legalized and healthy market system of “Internet lottery”.Section I is introduction. It clears the sales mode of China’s Internet lottery, and analyzes the civil legal relationship among lottery issuing authority, Internet lottery sales organization, Internet corporation and lottery buyer;Section IV is the legislation analysis of China’s Internet lottery sales, which lists the status quo and existing problems of the legislation of China’s Internet lottery.Section V is the civil dispute handling in the sales of Internet lottery. It discusses civil dispute and handling method existed in the sales of Internet lottery via the analysis of common contract disputes and infringement disputes existed in the sales of Internet lottery;Section VI is the perfection of legal suggestion of China’s Internet lottery sales, which is to perfect the sales system of China’s Internet lottery via three aspects of building specific legal system, supervision mechanism for the sales of China’s Internet lottery and formulating unified Lottery Law.
