Government Governance Innovation In The Local Government Error Correction Mechanism

In the government work report of 2016,we propose to improve the mechanism of incentives and fault tolerance to give the reformers’ support and make the cadres willing to take charge of affairs.From the report,this is mainly because of the government’s inaction.This requires the government to have tolerance on the administration to establish a mechanism of fault-tolerant error correction so that cadres can and dare take charge of public affairs.The particularity of the demolition of the illegal construction in xupu village in Shanghai is more diversified in the process of government self-correcting.The illegal construction in xupu village has a profound historical reason.More than a decade ago,a large number of enterprises and migrant workers entered the village of xupu and the villages were collectively building houses to rent for money.The relevant departments of the government did not give enough attention and dismantled in time.Today,xupu village,due to its high population pressure,has a lot of security risks.From the legal perspective,the government’s removal of illegal buildings is the discharge of duties according to law.However,from the historical background,the illegal construction in xupu village is also caused by the government’s unjustified law,lawlessness and lax enforcement.Therefore,the innovation mechanism is needed to effectively supplement the government’s error correction.The process of the break-up of xupu village successfully demonstrates how the government can correct its own mistakes through gradual and flexible means.On the one hand,the government has successfully corrected the mistakes by means of democratization and rule of law and achieved the goal of administrative management.On the other hand,the government has obtained the close cooperation of the people in the process of correcting the errors and has not caused the mass event.This paper focuses on Xu Pu village Shanghai Huacao Town,on how to use the way of institution and democratization in the process of error correction,which is an effective supplement to the fault tolerance mechanism and governance innovation.
