Research On The Right To Investigate Specific Issues Of The National People's Congress

The supervision right of National People's Congress is an important power and responsibility entrusted by NPC.The new situation and new requirements have raised higher demands to the supervision work of National People's Congress at all levels.As asking questions,questioning,investigating specific questions,and making a case review need to response to social concerns positively.In particular,the power to investigate specific problems is an important tool and means to the investigation of the major event in our country.The relevant laws and regulations of the special issue investigation mechanism of the NPC in China have experienced a long-term development and improvement,and the investigation procedure,the research content,the results of the survey is also be able to be more clearly.In recent years,although some local people's congresses have made certain achievements in the practice of investigating specific problems,but there are still some problems and imperfections in the legal system and practical application,behind which there are some reasons such as lack of recognition in place,incomplete laws and regulations,and special political system obstacles of China.At the same time,the legislative and practical development of the national government investigation right in the United States is relatively better.By referring to its relevant procedures and regulations,this paper discusses how to further improve the special administrative right of China from various aspects,such as perfecting relevant laws and regulations,strengthening the application of results,and handling the relationship between the NPC and other organizations,so as to make the practice of the special investigation system of China's National People's Congress plays a better role and enrich the construction of the legal system and theoretical system of supervision.
