Research On The Investigation Power Of The Supervisory Committee Under The Background Of The Reform Of The Supervisory System

From the moment of the 18th National Congress of the Communist Party of China,it has put forward to integrate the anti-corruption force into the establishment of the supervision committee,which has played a huge role in the national anti-corruption struggle and in curbing the official violations and crimes committed by the public power and power.The important reason is that the supervision committee has been given a powerful and independent investigation power.At present,the reform of the regulatory system has entered the deep water regulatory commission's various systems are becoming more sophisticated.The investigation power,as the core power of the supervision committee,has also been determined through the supervision law.As a new power,Investigative powers of investigation have characteristics of both the right and the administrative supervision of procuratorial investigation.As a new power,it also has its own characteristics,Its highly independent and powerful investigation measures have made great contributions to the current anti-corruption construction.Of course,the supervisory committee still faces some difficulties in the process of exercising its investigation power,mainly in the following aspects:first,in terms of personnel system,there is a low level of specialization,a low threshold for entry,and a small number of technical talents;second,in terms of operation logic,there is a lack of clear internal division of labor,and a legal title Third,in terms of investigation measures,technical investigation is blocked and retention measures are imperfect;fourth,in terms of operation supervision of investigation right,there are problems of focusing on internal supervision rather than external supervision.In view of the above problems,we must perfect the right of investigation from the aspects of legislation,personnel system,operation logic and comprehensive construction of supervision system.
