At present,many international relations scholars are quite interested in basic research on the International Criminal Court(ICC).And their opinions on ICC are also different.Some optimists see ICC as an important impact on domestic values and the cultural orientation of violence,while pessimists occupy the majority of international relations scholars,and they do not believe the potential for change in these courts.In view of this,many people are still searching for the utility of ICC.This paper starts with the effect of the trial duration on the utility of ICC,selects two representative cases as the research object,and evaluates the utility of ICC through the empirical path,aiming at exploring the effectiveness of the mechanism design and the international organization.At the same time,through the exposition of credible commitment and ICC's participation in national deterrence,we further clarify the two questions about ICC in international relations.The innovation of this article lies in the analysis of specific cases to find out the effect of the trial duration on the effectiveness of ICC,and then to elaborate the importance of shortening the trial time and try to make suggestions.The study of the international criminal judicial institutions,especially their characteristics and functions in the design of the mechanism,has a positive effect on further understanding of the international criminal judicial institutions,and on our foreign criminal judicial assistance and exchanges and cooperation.The International Criminal Court(ICC)as an important institution of international criminal trial,plays an irreplaceable role in reducing violence and maintaining world peace and stability.At the same time,the establishment of ICC can also stimulate and mobilize some countries to carry out active domestic reforms.
