| Global warming has made the exploitation of the Arctic a hot topic in the international community. For the Arctic coastal countries,it is both opportunities and challenges. On the one hand, the increasingly frequent economic development activities in the Arctic region have brought huge economic benefits to coastal countries. On the other hand, the fragile political and ecological environment in the Arctic region has also brought severe challenges to the sustainable development of the Arctic region.Iceland is one of the circumpolar countries. Its survival and development are highly dependent on the resources provided by the Arctic region, and it has a vital interest in the Arctic region. In 2012,Iceland issued the " A Parliamentary Resolution on Iceland’s Arctic Policy," marking the official introduction of Iceland’s Arctic policy. The Resolution contains a total of 12 principles, including an emphasis on the role of the Arctic Council in resolving regional disputes, strengthening cooperation with other countries in the Arctic affairs, increasing support for scientific investigations and research in the Arctic, and promoting the Arctic region. This resolution is a guiding document for Iceland’s Arctic policy and reflects the idea of the Icelandic government’s safeguarding Iceland’s Arctic interests through peace and cooperation. In actual policy practice,Iceland is also guided by these 12 principles. However,we must admit that Iceland’s Arctic policy practice also faces many challenges, such as maritime disputes with neighboring countries, limited capabilities, difficulty in effectively participating in Arctic affairs, and the danger of being marginalized. This article analyzes Iceland’s Arctic policy at the present stage from three aspects: Iceland’s Arctic interests, policy practice, and challenges. |
