Research On The Financing Model And Countermeasures Of The “Islamic State”

In 2014,a completely new terrorist organization emerged in people's eyes.It quickly established a “quasi-national” political entity in the unrest areas of Iraq and Syria,the “Islamic State”(ISIS).Compared with a series of terrorist organizations before,the strong financial strength of the “Islamic State” attracts attention.This article tries to sort out the financing model of terrorist organizations from the two dimensions of theory and history,and then explore and analyze the status of the capital chain of “Islamic State”.The article theoretically introduces the concept of "capital" in the "rational man" of economics and the sociologist Bourdieu to illustrate the importance of funds to terrorist organizations.The article believes that the funds of terrorist organizations are in a “scarcity” and terrorist organizations have tried to take measures to remedy this defect,but have to bear the negative impact on the long-term goal of establishing a political order.On the historical dimension,after summarizing the financing characteristics of terrorist organizations in different periods,it concluded that the “nationalization” of financing has become the latest feature of the capital chain of today's terrorist organizations.The possession of population and territory guarantees the terrorist organization's funding.In addition,the capture of “public resources”(mainly represented by oil and other natural resources)is a concrete manifestation of terrorist organizations under the “nationalization” feature.For the reason of the emergence of new features,the article argues that an unstable political order combined with the unique resource endowments of the region plays an important role.Considering the characteristics of the financing of the Islamic States,western countries led by the United States have taken actions from military,Internet,finance and other aspects.At the end of 2017,the “Islamic State” was completely defeated militarily,but the unstable political order still provided a breeding ground for the “Islamic State's comeback”.Therefore,if the international community wants to fundamentally eliminate the threat of “Islamic State”,it must speed up the Middle East region.The peace process provides a stable and reliable political order for the region.
