Research On The Government Functions In The Development Of Small And Micro Tourism Enterprises In Lhasa City

In recent years,the tourism of the Tibet has developed rapidly,which has become a pillar industry of economic development in Tibet,and it has also successfully driven the rapid development of other industries in Tibet.At present,there are about 2,000 tourism enterprises of all kinds in Tibet,and most of them are located in Lhasa City,most of them are micro and small enterprises.The medium-sized and micro and small tourism enterprises play a very important role in Tibet’s tourism industry,at the same time,they are also the important force of the economic development in Tibet.The micro and small enterprises as the main sources of taxation in Lhasa,and they have formed the unique industrial structure of Lhasa.In the whole industrial system of Lhasa,the healthy industry,and the cultural tourism industry,The national handicraft industry,they have occupied 99.2% in the whole city,and they create a new situation of the booming development of micro small and tourism enterprises.At present,there are still some micro and small tourism enterprises that are not deeply carried out by the supporting policies of government,and the financing difficulties of micro and small tourism enterprises have not been solved at all.The supervision of government about micro and small tourism enterprises are not perfect,the public service ability is enough,and the problem of the bottleneck of the supply of talents of micro and small tourism enterprises have seriously affected the healthy development of micro and small tourism enterprises in Lhasa.This paper takes the progress of micro and small tourism enterprises of Lhasa as the starting point.Combined with the new public service theory and the government management theory and other basic theories to deeply analyze the existing problems that the government preferential policies and measures to support the progress of micro and small tourism enterprises from the government preferential policies and measures to support the development of micro and small tourism enterprises that have made achievements,The current situation of government support for technological innovation of micro and small tourism enterprises,government infrastructure construction and government supervision and management of the development of micro and small tourism enterprises.And give some suggestions to improve the development of micro and small tourism enterprises in Lhasa,the specific suggestions are as follows: first,improve the policy system,and strengthen the preferential policies and measures to be really executed,and promote the development of micro and small tourism enterprises by formulating a special policy to support the development of micro and small tourism enterprises.Second,the government should guide micro and small tourism enterprises to improve their technological innovation abilities by supporting of the government policies and financial,the government should encourage micro and small tourism enterprises to innovate their technology to enhance their core competitiveness.Third,the government should strengthen their service functions,and further enhance the modernization of tourism infrastructure and public services.Mainly strengthen the infrastructure construction of Lhasa,the government ensures that the energy consumption cost is the most favorable,the transportation cost of raw materials and products is low,and the transportation time is short about the development of micro and small tourism enterprises.Fourthly,help micro and small tourism enterprises develop into a large scale by integrating the advantageous resources of the whole tourism industry.Fifth,strengthen the supervision and management of micro and small tourism enterprises to promote them to develop the healthily.Sixth,lead micro and small tourism enterprises to undertake the social responsibility from protecting the ecological environment,and abiding by the law,crediting management to provide more jobs to the community,and enhance the competitiveness of micro and small tourism enterprises.
