Small and micro enterprises in our country has become the mainstay of market main body,is an important source of economy new momentum in promoting employment and improve people’s livelihood and social stability,economic development,to promote scientific and technological innovation,optimize the industry structure plays a huge role,However,the development of small and micro enterprises is faced with multiple constraints from both internal and external factors.In addition,in recent years,the domestic and international economic downturn is obvious.In the face of such a fierce competition environment,small and micro enterprises are still facing difficulties.In China under the background of economy on a path to development with high quality,small and micro enterprises of the current difficulties and problems are inevitable,combined with the small micro enterprisse own quality is low,it’s hard to make out by its own strength,or only grow,It is not hard to find that In recent years,China has attached great importance to the development of small and micro enterprises,and has effectively promoted the development of small and micro enterprises through the continuous promotion of the reform of "delegating power,delegating power,delegating power and providing services" and the implementation of inclusive policies.The more difficult times are,the more necessary it is for local governments to coordinate,improve services and provide targeted support.Zigong city has a large number of small and micro enterprises,which are widely distributed and provide a large number of employment opportunities.However,the current international and domestic economic situation is complicated,the market competition is fierce,the operating cost of small and micro enterprises increases,the market demand is insufficient,the profit space is weak,and the survival pressure is intensified.Their healthy development cannot be separated from the further support of the local government.This paper takes “zigong Municipal government’s support for the development of small and micro enterprises” as the research theme.Firstly,the concepts of small and micro enterprises are defined,and reviewed the theory of new public management and government intervention,then mainly research through the case analysis method,interview method,on the basis of sorting out the development of small and micro enterprises in Zigong city and the status quo of government support,using the above theory to analyze and evaluate the existing problems,and Finally,specific optimization countermeasures are put forward from the perspective of promoting government functions and perfecting supporting policies.This paper focuses on the improvement of small and micro enterprises’ own development level and the government’s improvement of their "hematopoietic" function,rather than just external support,blindly "blood transfusion".The research finds that the small and micro enterprises in Zigong city have low management level,are at the low end of the industrial chain,lack of capital strength and great uncertainty in operation,which seriously hinders the development and growth of small and micro enterprises.Zigong Municipal government attaches great importance to the support work of small and micro enterprises,actively strives to create good conditions for the development of small and micro enterprises,and has achieved certain results,but there are still some shortcomings,including the service for small and micro enterprises to be improved,industrial development and layout guidance is not in place,and inclusive finance for small and micro enterprises to be strengthened.Based on the above problems,in-depth analysis shows that the main reasons are the slow construction of serviceoriented government,insufficient investment in innovation resources,system construction and policy implementation are not in place.Finally,on the basis of combining theory with practice,feasible optimization countermeasures are put forward,including accelerating the construction of service-oriented government,strengthening the service of small and micro enterprises;Promote industrial transformation and upgrading,optimize the industrial structure of small and micro enterprises;We will increase support for inclusive finance for small and micro businesses and solve financial problems.We believe that through the above efforts,we can better support the development and growth of small and micro enterprises,stimulate the vitality of regional economy,and improve the level of local economy.
