With the development of elementary education reform, the reform of physical education has been going on for more than a decade. Qingdao, one of the earliest pilot city for elementary education reform in China, has launched a reform experiment for all the primary schools in Shibei District. The survey on the current situation of PE reform in Shibei District's Key high schools can help us know how the Sports and Health Curriculum Standards are carried out, find the problems and deficiencies and has a great significance for the carrying out of the standards in primary schools in Shibei District.This paper adopts methods like document data, expert interview, questionnaires,mathematical statistics and logical analysis to investigate the current status of implementation of PE and health course in Shibei's primary schools, analyzes the problems, and puts forward the corresponding proposals.First, most school leaders in Shibei District support the reform and know about PE teaching.PE teachers can mostly master the new standard. Their way of absorbing the standard is e-learning in summer holiday and demonstration classes. The majority can adjust to the new standard.Second, PE teachers in Shibei District are in majority young and energetic. First and second-class teachers are balanced, teachers with over 11 years' experiences in majority. Most teachers have a bachelor or junior college degree.Third, most PE teachers in Shibei District can carry out the requirement of the new standard and most students are satisfied with the PE classes. Teachers mainly use diversified methods to solve the class problems. Teaching materials are the new standard. Teaching evaluation is mainly focused on morality, teaching, attendance and workload.Fourth, Some PE teachers lack a deep understanding of the new standard. A few parents don't support physical education. Students do not attach enough importance to PE as well.Education sectors of the government haven't complied detailed PE teaching materials. PE course evaluation is still simple and the training lacks purpose and practicability. A few schools are severely influenced by exam-oriented education, so there is an oversight on PE. Schools often take up PE classes for non-sports activities. PE teachers' payment in some schools is relatively low.At last, educational departments need to timely make a set of detailed and practical teaching materials for PE, improve the employment and retirement of PE teachers, strengthen the purpose and effectiveness of training, and gradually increase sports sites and equipments. School leaders should have a unified understanding of the New Standard, increase the salary for PE teachers,and improve PE class evaluation. Teachers should better themselves in PE teaching qualities.
