In order to effectively alleviate the serious shortage of kindergarten teachers, and to solve the unemployment problem of the primary and secondary school, China began to implement the position change policy of kindergarten teachers since 2010.Based on the present situation of this policy, the study reviews the reorientation policy and its implementation, and selects N kindergarten in Guizhou Province as a case.It discusses the implementation process and analyzes the current situation of teachers who has changed their position under the influence of the reorientation policy, hoping to enrich the present research on this policy.This study consists of four parts:The first part is a general description of kindergarten teachers'reorientation policy in china and the policy's implementation in N kindergarten.Firstly, the researcher gives a review of the central and local transfer policy, then analyzes the main characteristics and the hidden factors that affect the policy development.The researcher elaborates the policy landing process of the reorientation policy at the provincial, county and kindergarten.Then the author discusses the limitation of position change policy from the perspective of kindergarten.Finally, the author found this policy has not been precisely defined, the teachers'admission standards are much too low, and there still exists execution in policy implementation.In the second part, the author describes the current situation of these special teachers in N kindergarten under the influence of the reorientation policy. The analysis includes three aspects:the deviation of transfer motivation, the easy and hard part of transfer process, the transfer adaptation.the author analyzes the teachers'reorientation with the theory of policy implementation model, life course theory and the theory of career.The third part is discussions and suggestions.The analysis includes policy landing process? institutions at all levels and teachers three aspects.Firstly, the teachers' reorientation policy should be more in line with the characteristics of preschool education; secondly, departments at all levels should create a variety of ways to help teachers during adaptation period; lastly, teachers should develop their ability of career planning.
