Generally accepted,industrial injury insurance system should consist of three major components: injury prevention system,injury compensation system and injury rehabilitation system.In reality,the injury compensation system is the main content of current industrial injury insurance policy which involves a wide range of practice.Compensation for industrial injury is the loss compensation and life insurance that the workers and employees and their relatives should enjoy in accordance with the law.It contains several major components: medical expenses,one-time disability benefits,one-time injury Medicaid and disposable employment grants,and so on.The one-time injury Medicaid for work-related injury insurance is an important part of the compensation system,it is through the disposable medical compensation for leaving employees,to protect the medical needs of workers with injury after leaving work.The emergence of a one-time work-related injury Medicaid originated in 2004,when The Work-related Injury Insurance Regulations promulgated.Because of 2011 adjustment of industrial injury insurance system,the subsidy was included in the work injury insurance fund expenditures.After the adjustment of the main payment of the fund,some scholars brought forward many questions to the policy,such as the rationality of its existence and standard,its security function,the impact of the fund's future long-term balance of payments and so on.The reform in 2011 has a profound impact on the operation of the system.A one-time injury Medicaid operation over the years,there have been some problems,substantial growth fund expenditure,medical security function is weak,a one-time injury Medicaid treatment areas is not fair,side effects and system induced turnover behavior.This paper attempts from the policy itself and the external environment of policy issues to explore,find a one-time injury Medicaid mismatch between supply and demand,and puts forward the policy should make full investigation in a timely manner to meet the internal and external environmental changes,to improve the initiative of policy,explore the mode of innovation,to find suitable ways of optimization.
