With the world globalizing rapidly and multi-polarized greatly, States begin to participate in the acts of running the world together. And the theory of global governance came into being. As one of the most important parts of global governance, NGO vigorously takes part in seeking solutions to global issues, and playing a unique and indispensible role in the process. China has became a powerful and booming country in the 21st century. President Xi put forward the conception of "One Belt and One Road" in 2013. He stressed that countries should work in joint hands to build community of common interests that are based on mutually beneficial and community of common destiny that are targeting at achieving prosperity. This conception conforms to the trend of the times, which are peace, development, cooperation and winning-together. It also became a new exploration of China on global governance. Domestic NGOs are growing fast, but not many of them have fulfilled their roles abroad. With complicated international environment, the unique influence of NGOs is just what we need to spread pur positive diplomatic conception and cooperation desire. Under the "One Belt and One Road" strategy, it's definitely important to push our domestic NGOs to join in the global governance. This dissertation is dedicated to the basic situation of NGOs participating in global governance, the current condition of our NGOs "going out". The problems in searching for participation, and the analysis of the reasons coursing these problems. Also, this article attempts to come up with the method of promoting our NGOs "going out" based on their inside and outside.
