Processes triggered by globalization have led to diverse social interaction dynamics in the field of education.Various private and public policy actors interact at the local,national,international,and transnational levels to seek solutions to educational problems,the most representative actors of whom are international organizations.As the most influential international organization in the field of education,United Nations Educational,Scientific and Cultural Organization(UNESCO)plays the role of "central hub" in the global educational governance system.Its governance mechanisms and tools reflect a unique idea of "scientific humanism".In the new century,the sustainable development issues represent a new problem stream,the trend of "governance" is a change in the politics stream and the policy development of lifelong learning reflects a change in policy stream,all of which have opened a new window of opportunity for global governance on lifelong learning.In this context,UNESCO promotes the concepts and practices of lifelong learning at all levels through three mechanisms as knowledge innovation,monitoring and evaluation and networking.However,in the global governance system,UNESCO also faces challenges from within the organization,the withdraw of the United States and other international organizations.This paper firstly analyzes the theoretical basis and guiding concept of UNESCO's global governance and explains the dynamics of its global governance on lifelong learning using Anja P.Jakobi's analysis framework of window of opportunity.Then it summarizes the tools and influence of the three global mechanisms of UNESCO.In the last chapter,the paper summarizes the characteristics of UNESCO's global governance on lifelong learning and looks forward to its future opportunities and challenges.
