Community governance is a new research field of public administration, with civil society, theory of governance and new public management as its theoretical basis. In western countries, well-developed civil society paved such a solid way for community autonomy that NGOs widely participated in community governance and shouldered a great part of community public services, which effectively promoted community governance and improved the living standard of residents. In Shenzhen where dramatic change of social structure is underway, the social governance structure under the trinity of government, market and society is a goal for the future. NGOs' participation in community governance is of great significance to the construction of service-oriented government and the development of social autonomy. With the economic and social development, social service organizations' participation in community governance provides useful interpretations for Shenzhen NGOs'participation in community governance. Analysis on the status quo of social service organizations' participation in community governance, its problem and measures is conductive to the research on effective approaches of Shenzhen NGOs' participation community governance.To get deep into the model of Shenzhen NGOs' participation in community governance, this paper methodologically adopts two ways. One is literature review. The induction and generalization of literature on NGOs' participation in community governance is the basis and premise of profound discussion on Shenzhen NGOs' participation in community governance. The other one is case study. The case of social service organizations is selected.This paper is divided into seven parts. The first is the Introduction, mainly on the background and literature review, research frame and methodology. The second part is about the theoretical basis of the model of NGOs' participation in community governance including the theory of civil society, polycentric governance theory of public affairs and NGO. The third part elaborates on Shenzhen NGOs' participation in community governance with social service organization as the case. This part tries to present the whole picture of Shenzhen's social workers and social service organizations' participation in community governance and provides the basis for the following analysis. The fourth part investigates NGOs' participation in community at home and abroad and the experiences. According to the characteristics of practices of public management at home and abroad, many countries and cities including the United States, Britain, Singapore, Hongkong, Shanghai, Wuhan and Qingdao are selected, with the hope of providing experiences for Shenzhen NGOs' participation in community governance. The fifth part is on Shenzhen's case study, discussing the plight and the cause of Shenzhen NGOs' participation in community governance. The sixth part puts forward the model optimization of Shenzhen NGOs' participation in community governance and tries to provide relevant measures, especially on social service organizations' participation in community governance. The last part is the summarization of the whole paper and points out the possibility and direction of future research.
