Research On The Operation Mechanism Of Physical Fitness Services For Disabled People In The Perspective Of National Fitness

The special group of the disabled is the difficulty of the implementation and Realization of the "national fitness program"".This study,based on the public sports service system,using the system theory and public service theory,selects Harbin,Qiqihar,Mudanjiang,Jiamusi,Daqing in Heilongjiang province as the urban and rural community below 18 years old as the research object,according to literature,interview,questionnaire,statistics and logic analysis,the disabled sports fitness service running mechanism as a system,through the mutual influence and interaction between the various elements of the system,starting from the basic constituent elements,analyzes the sports fitness service operation mechanism of the disabled,from the disabled sports activities as starting point,integrate existing resources The following conclusions are drawn:1?the disabled sports fitness information service is not in place,some people with disabilities are not fully aware of the importance of physical exercise on physical health,"national fitness program outline" cognitive level is low.All levels of government and the community for people with disabilities to participate in sports activities to carry out the necessary and positive publicity,disabled people in urban and rural communities,the number of men participating in sports exercise more than female disabled,disabled city community to participate in the sports fitness is higher than the proportion of disabled people in rural communities.2?the physical fitness of the disabled in Heilongjiang province is single,and the allocation efficiency is low.In the sports fitness walking,running,in underdeveloped rural areas sports lack of infrastructure,sports and fitness crowd mostly choose fitness in their own courtyard,residential,rural disabled community sports fitness participation rate is far below the city community of persons with disabilities.3 ? urban and rural areas of Heilongjiang province disabled sports operating mechanism has the advantages of simple structure,service supply,shortage of disabled sports fitness service personnel,specialized level is low,the degree of attention of community,streets and other departments to carry out the disabled sports fitness is not high,the disabled sports fitness participation rate is not high,all levels of government and community nor for disabled persons to participate in the sports activities are necessary and positive publicity.4?the disabled sports service organization is not perfect,the structure is a single,service organization is generally the province city county(District)-Street(town),the community structure,the main departments of leading bodies and overlapping functions is unreasonable,most of the disabled sports and fitness activities of the service number and content of satisfaction is not high.
