The World Bank,as one of the world's three major economic organizations,has grown from the original wretched aid agencies to a leader in international aid,and the focus has shifted from the reconstruction of developed countries to promote the economic development of developing countries.China and the World Bank has been closely linked since the 1980 s,and the World Bank has provided a lot of assistance for China.China has became the World Bank's donor country in 2007.China will establish a more in-depth communication with the World Bank In the future.Therefore,the study of the World Bank higher education assistance activities has a great reference for China's foreign aid activities.This article mainly adopts the literature method,the historical analysis method and the case study method,carries on the research to the World Bank higher education assistance activities,and has provided the enlightenment to our country's foreign aid.The World Bank's Higher Education Aid Policy has been guided by its own theory and mission,the view of higher education and the impact of economic and political theory at different times,which has gone through a process of marginalization to prioritization.The World Bank has also formed a aid management procedures which is scientific,systematic and normative in the practice of higher education assistance: the Executive Committee has the decision-making power of higher education assistance,and the agency(the bureau)is the executing agency of the aid activities.Assistance activities is based on the "national partnership framework",using higher education measurement tools to assess the recipient countries,and finally in accordance with the implementation of the loan process.India is the largest education borrower,and Indonesia is the largest borrower of higher education.Therefore,this paper selected them as representatives of the case study,and given a detailed description on complete project operation and regulatory model of the Bank's higher education assistance activities.The study found that the motivations behind the World Bank's higher education assistance activities include additional loan conditions,the willingness of recipient countries to expand private institutions,the willingness of donors.We Can receive inspiration for our foreign aid from Lessons learned from the World Bank's higher education assistance activities,China 's foreign aid should be established under the relationship of actively guide-choose independently;Pay attention to the consistency of Policy advocates in higher education;Emphasized the perfection on project operation and supervision mechanism;Pay attention to the importance of the persistence of cooperation in higher education assistance.
