This research has explored the current status and existing problems of the management of early childhood education in Yunnan Province through the study on the management of the ongoing Yunnan Early Childhood Education Innovation Project Funded by the World Bank and the current governance of Early Childhood Education in Yunnan Province.Find that the early childhood education in Yunnan Province develops unevenly with imperfect organization and poor teacher resources,and its process of governance is not sophisticated.Discuss the reasons: the characteristics of early childhood education are not well understood by the governors;the leading role of the government is not fully played;and the management system of Early Childhood Education is not perfect.Through the research,it is found that the Yunnan Early Childhood Education Innovation Project Funded by the World Bank and the regular management of Early Childhood Education in Yunnan Province share a lot in common,and they are in the relationship of emphasis and general,short-term and long-term.The two should be integrated and learn from each other so as to give full play to their overall advantages.The former is the first early childhood education project of the World Bank in China and is a model for the management of early childhood education in a limited scope.Its project management concept,method,process and the whole process of monitoring and evaluation can provide reference for early childhood education management in Yunnan Province.Based on the organizational structure and management process of the management of Yunnan Early Childhood Education Innovation Project Funded by the World Bank,the researchers summed up seven aspects of revelation: conduct comprehensive demonstration and accurate positioning of the project,promote the experimental and innovative development of early childhood education in Yunnan province,standardized management of project funds,speed up the capacity building of project-related personnel,explore a new model for training early childhood teachers,monitor and evaluate the project as well as effective implementation of management process.With the inspiration from the organizational structure and management procedures of Yunnan Early Childhood Education Innovation Project Funded by the World Bank,this research puts forward comments and recommendations on the governance of Early Childhood Education in Yunnan Province.First,it should update the concepts of the management and the governance of Early Childhood Education.Secondly,it may optimize the management mechanism of Early Childhood Education in Yunnan Province,improve the top-level design,establish a distinctive project organization and management system,cooperate with different organization in various aspects to comprehensively improve the quality of management personnel and educators,construct an effective quality system of monitoring and evaluation,and legalize policies on the investment in early childhood education.In addition,with the help of the construction of the information platform,the informational management of Early Childhood Education can be realized.
