Since the 21 st century,World Bank under the impetus of Millennium Development Goals and universal education framework began to pay more and more attention to early childhood development and education field,and issued a series of influential policy report,called for increased investment in early childhood development and education,and formulated a series of specific investment policy.This study mainly adopts the methods of literature research and comparison.The research emphasis of this paper is about World Bank's early childhood development and education investment policy.First of all,from the analysis and discussion of World Bank and the development of early childhood education investment policy specific content involved two aspects.On the one hand,the analysis of the three causes of world bank implementation of early childhood development and education investment policy: economic motivation,motivation from education,motivation of health;On the other hand,according to the relevant contents of the world bank the implementation of early childhood development and education investment policy strategy analysis of the characteristics of its strategy.Secondly,the comparative analysis of the investment policy of early childhood development and education related to the child related organizations,mainly from two different points and similarities.Two,the differences of organizational investment policy are as follows: the time and background of the investment,the sources and the total amount of the funds needed for the investment,the regional distribution of the investment funds,the specific aspects,and the investment strategy.The main points are as follows: children development is the primary task,investment strategy is perfect,resource integration is extensive,and evaluation system emphasizing both process and result is emphasized.Finally,summarize World Bank development and education policy on children's early evaluation results,the world bank specially developed for the evaluation of early childhood development and education project quality SABRE-ECD tools,through scientific evaluation methods,World Bank has collected the investment project complete and detailed data and the corresponding analysis,may obtain high returns early childhood development and education investment,thus obtained,the world bank are increasingly aware of the importance of early childhood development and education investment.This study finds that the World Bank's investment policy presents the following trends: calling for increased investment in the early development and education,advocating the diversification of investment financing and the reasonable distribution of the invested capital,providing the high quality to carry out the early service,paying more attention to the evaluation of implementation of investment projects.These trends also illustrate the World Bank on early childhood development and the implementation of education policies more and more specialized direction,Each country needs to more fully understand and be familiar with the World Bank on early childhood development and education policies,keenly captures about early childhood development and education policy development tendency.It is hoped that this study will help the early development and education of our country better get into the international exchanges and cooperation.
