The 20 th report of the Communist Party of China said," Chinese modernization is a modernization with a huge population scale,and it is necessary to establish a corresponding fertility support policy system to actively respond to the aging problem of the population,which is also a fundamental and strategic problem that needs to be solved in the process of China’s modernization." In 2020,the seventh census,according to the results of the total fertility rate of 1.3,much lower than the internationally recognized population substitution rate(2.1)and moderate fertility rate(1.8),in this context,the Political Bureau of the CPC Central Committee put forward the implementation of the " three child policy ",which allows each couple to have three children birth policy and related supporting measures.However,the natural growth rate of China’s population at the end of 2022 was-0.6,the first time that China has seen negative growth since 1961.In view of the current low fertility situation,it is difficult to achieve the goal of the three-child fertility policy only by reducing the limit on the number of births.Therefore,it is necessary to formulate and implement targeted supporting policies and measures according to the main factors affecting people’s fertility willingness and fertility behavior.With the deepening of urbanization in the future,the continuous improvement of people’s education level,the rising cost of housing and children’s education,and the increasing "refinement" of childcare itself,people’s fertility willingness is likely to be further reduced.However,at present,there is a general emphasis on the orientation of macro planning,and there are few studies on a specific occupational population.Therefore,the paper choose economic development level and population size has certain representative T city bank staff as a research object,in-depth analysis of the factors affecting the fertility intention and fertility behavior,so as to draw a more comprehensive conclusion,at the same time to the "three child policy" put forward more feasible improvement measures,to improve the level of fertility,promote the balanced development of our population is of great significance.The paper uses the theory of planning behavior,at the same time,Design of the questionnaire and the interview outline based on the cost and utility theory,Taking T City,which has a good momentum of economic and social development in Shanxi Province in recent years,as an example,Investigation and statistical analysis of the basic information,fertility intention,fertility behavior and influencing factors of the employees of the city,Found that the high cost of birth,the imperfect relevant supporting measures,the change of fertility values and other factors lead to the low fertility willingness of bank employees and the lack of confidence in the three-child policy,therefore,Starting from the theory of welfare pluralism,And suggest that the whole society should share the responsibility of increasing fertility intentions,We will further improve the fertility support policy system,Building a fertility-friendly society,So as to effectively enhance the fertility willingness and behavior of bank employees.
