As vocational education is an important component of modern national educational system, we need to accelerate the development of vocational education. In recent years, with the rapid development of the vocational education, teacher as vocational education’s initiator, it plays an important role in our society. How to improve teachers’ enthusiasm become more and more important. Therefore, the teachers’ performance appraisal occupies an important position in the secondary vocational school, we must establish a viable vocational teachers’ performance appraisal system.Teachers are the main implementers of educational activities, responsible for the important task of promoting students’ development. In the past, the teachers’ evaluation system is often based on the teacher’s performance as a reference, but there are only a few of the working process, the development potential and development direction of reference. Therefore, especially for teachers in the secondary vocational school teachers performance appraisal, if using the method of the past, only financial index assessment, has been unable to meet the rapid development of the economy of teachers in secondary vocational schools.This paper studies the performance evaluation to the vocational school teachers based on modern management science and YB Vocational Education Center will be taken as an example. It first introduces the basic theoretical concepts of performance appraisal system,then the purpose, procedures, content,principles and methods of performance appraisal as well as the development, process,structure and content of balanced scorecard,This kind of introduction provides a theoretical basis for the application of the Balanced Score card in some secondary vocational schools. Then according to introduction of the current problems of performance appraisal used in YB vocational education center,as well as the reason analysis, this paper describes how to use BSC from four parts to establish a detailed performance appraisal system for YB vocational education center. Then, it uses the AHP to calculate the percentage of each appraisal part. The establishment of new performance appraisal system explores out a new way of upgrading teachers’ quality and promoting the vocational school development. It is can not only be used in YB vocational education center,but also be valuable for other vocational schools,as well as non-profit organizations.
