Research On The Application Prospect Of AHELO Project In China's Higher Education Under The Background Of “double First-class”

In October 2015,the State Council issued a "promote the overall development of the world first-class university and the first-class discipline construction overall plan",stressed that China's higher education is at the core of talent training,pay attention to strengthening the college students' innovation ability and practice ability,improve the quality of higher education level,make higher education quality education evaluation work.However,the status of higher education evaluation in China is currently teaching scientific research,too utilitarian pursuit of College prestige and the level of scientific research,which will put a lot of resources,while ignoring the students' learning effectiveness,resulting in a waste of resources,disorganized,evaluation result is difficult to reflect the development level of University,and the University "student" this concept is contrary,at the same time,also does not conform to China's "double top"construction plan "outstanding talents core" purpose,will hinder the smooth implementation to a certain extent.So,at present,how to focus on the quality evaluation of higher education in our country,in order to better adapt to the purpose of "double class" construction,is an important issue to be studied urgently.The organization for economic cooperation and development(Organization for Economic Co-operation and Development,OECD),the organization developed higher education learning achievement evaluation project(The Assessment of Higher Education Learning Outcomes,AHELO),just as China's "double top" construction evaluation provides a new way of thinking,in this study the background of AHELO project in-depth analysis and Research on the application prospect of China's higher education,provide a solid theoretical basis for our subsequent introduction of the project,to promote the transformation and evaluation mechanism of higher education quality in china.The AHELO project has not yet been introduced in China based on the fact that the author wants to put forward reasonable implementation and suggestions,must learn from previous experience,and related materials from two aspects:first,the implementation of the international AHELO project participants in the foreign literature;the second is the successful experience and lessons of China's participation in the implementation of Shanghai city as a pilot the international PISA project.This is of great reference value for China to participate in the AHELO project,to avoid duplication of errors and improve the efficiency of the project.Several aspects of this research mainly from the AHELO project overview,foreign implementation,China's application prospect analysis,specifically from four aspects in detail:first,this research uses the literature research method combing the research status of the AHELO project at home and abroad,summarizes the research in this project is insufficient;secondly,the research on the AHELO project by the historical background,basic content,development and management,behind the educational idea,AHELO project and NSSE-China project(CCSS)the difference made carding and analysis deeply;thirdly,in-depth analysis of the research status of the implementation of AHELO projects in foreign countries and the existing problems in the implementation process;finally,the study on China's actual situation of necessity analysis and feasibility analysis of China's participation in the AHELO project.And China's implementation of the AHELO project may be faced with the problem of in-depth analysis,and the future of China's participation in the implementation of the AHELO project planning a rational thinking.Due to the trend of internationalization of higher education is becoming more and more obvious,the weak foundation of our country's higher education quality evaluation,as well as the needs of College Students' self assessment,it is necessary to participate in the AHELO project.At the same time,as in China,the feasibility of AHELO project,the author of colleges and universities nationwide sample selection,investigation of the college students degree of recognition for the AHELO project,and comes to the conclusion that college students are recognized on the AHELO project.However,as China's emerging economies,has a certain particularity,in the project,there may be problems of different degrees,according to the implementation of foreign AHELO and Shanghai PISA pilot project experience,forecast our country may face problems,such as research and development and evaluation of project evaluation,it is difficult to raise funds for data collection it may be difficult for China's special political ideology and is being questioned,and provide the reference for the future of China's participation in AHELO project.Finally,for the implementation of AHELO project in China to develop evaluation operability test scheme,basic flow measured from the management mechanism to the project,and then to test at the national large-scale promotion sampling and strict delivery methods are carried out a detailed plan.In addition,in order to ensure the smooth implementation of the AHELO project,we put forward some suggestions:to strengthen cooperation and flexible response;overall management,as appropriate,to achieve,to expand international influence,etc.
