Practical Research On Kindergarten Procurement Management

With the gradual increase in the number of kindergartens and their own comprehensive strength,asking the logistics procurement ability to put forward higher requirements,making the original procurement management and service security system has been unable to fully meet the new situation of kindergartens and the majority of teachers and students' requirements,followed by a lot of contradictions and problems.Therefore,to improve the quality of procurement services to meet the satisfaction of both teachers and parents,kindergarten logistics department should establish a scientific and effective procurement management system,planning procurement management carefully and making decision scientifically,and continuously enhance the scientific and democratic procurement management,So that make it into the regular,standardized,scientific track.In the context of the kindergarten procurement problems,this paper first elaborate the meaning and purpose of the study,the definition of relevant concepts,and according to the procurement time,procurement system and purchasing price discuss the form of the kindergarten procurement and content and procurement in kindergarten mission and status.Secondly,baseing on the team management theory and the theory of enterprise reengineering,this paper analyzes a public and a private kindergarten by taking a case study method,field investigation method and interview method respectively.Mainly discuss the process of the operation,the status of procurement,management and management system,and drawing the kindergarten general items purchasing process,large items purchasing process and kitchen food purchasing process,Analysis the two kindergarten procurement problems,finding the kindergarten procurement management is still relatively backward,the management system is not perfect,the degree of standardization is not high,the procurement process cumbersome,cannot effectively improve the efficiency of procurement for kindergartens to save costs.In order to ensure the successful implementation of kindergarten procurement process standard construction work,put forward the five elements of kindergarten procurement system process,namely,people,material,time and space,links and funds.Make the five elements as the basic elements and make kindergarten procurement process establishment precautions(including the diagnosis of kindergarten existing procurement management work,the standard training procurement system and steps,the original process to reorganize and pay attention to the division of duties and tasks,the appropriate merger of the bill to the basic elements of the kindergarten procurement process to build considerations)as the auxiliary to build the basic steps of the kindergarten procurement process,including the preparation of demand planning and procurement planning,supply source search and analysis,to determine the purchase price,issue orders,order tracking and follow-up,inspection and receipt,billing and payment,order records and maintenance of eight steps.Finally,from the procurement plan and budget management,purchase order tracking and follow-up,acceptance management,return management,payment management and other aspects of kindergarten procurement management standard chart drawing.Through the comparison of the relevant literatures,it is found that the basis of the procurement management is to establish a set of complete,related connection,content enrichment,scientific and reasonable procurement system,so that to enhance the procurement management level and service quality,finally set up kindergarten characteristics,in line with the actual kindergarten modern procurement management standard system,to explore a line with industry norms and has the significance of the procurement of new ideas.
