Government Procurement Management System In Higher Vocational Colleges And Research On Process Optimization

In China,since more and more students register in higher vocational colleges,the government puts more and more capital into higher vocational colleges and make their procurement work more and more heavily.Gradually,the material procurement in higher vocational college has been one of important part of the entire government procurement.Procurement of higher vocational college is a complicated systematic project which involves organizational structure,capital procurement management,acquisition process management,preserve and increase the value of state property,etc.If the higher vocational colleges can't establish scientific and standardized management system for the material procurement,the development of the colleges will be interfered by irrationality waste of financial resources.Therefore,questions like how to ensure the rationality of use of the materials procurement in higher vocational colleges,how to ensure the legality of the material procurement,how to ensure the procurement process standards of the program,how to improve the government procurement optimization of the use of funds in higher vocational colleges,and the construction of the independent commission against corruption in procurement methods in higher vocational colleges,have become vital and urgent research projects.As engages in procurement work in the higher vocational college,the author raised some practical questions and corresponding solutions in this thesis.At first,the author briefly introduced the concept of government procurement and procurement methods,and demonstrated the basic theories of government procurement based on a serial of theoretical guidances such as rational analysis model,rent-seeking theory,and transaction cost theory.Subsequently,the author summarized the present situation of college materials procurement system and procedures,and based on that,came up with the problems existing in the materials procurement system and procedures.After that,combining the current practical problems existing in higher vocational colleges,the author made an in-depth analysis on the root cause of existing problems of procurement in higher vocational colleges.At last,the author proposed suggestions to solve the existing problems in higher vocational colleges in China,and put forward the countermeasures and methods on government procurement laws and regulations,the specialized theory and the quality of professional ethics of employees,procurement budgets and plans,standardization of procurement in higher vocational colleges,electronic government affairs of procurement,and internal supervision mechanism on procurement,etc.
