The Research On Bid Evaluating System Of A SD University Facilities

It is one of the current basic policies to promote our country's education, and the input of our country to it is on the rise year by year. Therefore, the requirements of the university branches who play important roles in education development are steadily rising. At present, the procurement by bidding is one of the general ways among the universities, while it has the specific characteristics of large amount, some public benefits and lower scales. So, it becomes especially essential to make the right bidding evaluating criteria and the system which can reflect its characteristics.The evaluating of bid is the most important part in the course of the procurement of bidding. Without a scientific or reasonable evaluating system, its results would make a direct influence on the final objectives of the total evaluating of bid. Therefore, in the procurement process, it becomes the key factor for the success of procurement to design a reasonable and scientific evaluating system.From the current development of procurement, the paper summarizes the characteristics of procuring university facilities, sums up the procurement processes and modes, and analyses the related problems occurring in the development of the procurement by bidding.Based on discussing the principles and methods of structuring the evaluating system, the paper examines the related indicators which affect the results of evaluating, sorts the indicators into a three-level system according to their inter-relationships. And then, the paper compares the indicators on each level by the means of AHP to determine the percentage of each indicator, and designs the bid evaluating model based on the AHP of the SD university, which improves the scientificity and veracity of the evaluating results and to greater extent, lowers the drawbacks affected by the individual's intentions. Finally, the paper puts the model into use to empirically analyze the bid evaluating of multimedia teaching facilities of the SD university, and illustrates the objectivity and maneuverability to structure a model.
