With the continuous expansion of enterprise investment scale and the extension of industrial chain, there is a higher and higher demand for Group Company's management and control ability, in which HR management and control plays an increasing important role. The effect of HR management and control will be directly related to the company's overall strategy successful implementation and company's healthy and sustainable development. However, for recent years, how to locate HR management and control system in the Group's overall management and control system and how to maximize the effectiveness of Group's overall HR management and control has become a problem encountered by Group Company in its overall strategic control and HR management and control. Therefore, it is of great practical significance to make a in-depth research on the specific program of Group company's HR management and control.The paper first reviewed the related theory of HR management and control, and cleared the content, levels and implementation approaches of Group management and control. Besides, the paper summarized Group HR classification control theory, and analyzed the basic concept and characteristics of Group Company's HR management and control. The paper has laid a theoretical foundation for further research on specific plans of Group Company's HR management and control. Thereafter, Chapter 3, through the use of case study method, gave a detailed analysis of the status quo, existing problems and causes of M Group Company's HR management and control. Chapter 4 focused on the program design of M Group Company HR management and control to its subsidiary company. From the perspectives of necessity, design principle and program objectives, Chapter 4 put forward a specific control program which consisted of six parts, including:the salary control to the director of subsidiary company, cadres control to the subsidiary company, the reserve personnel control to the subsidiary company, the assessment control to the leadership and staff of subsidiary company, labor cost special budget control under the management of the overall budget and employee income distribution information control.Finally, this paper discussed in detail the implementation safeguards of the control program, which is a key innovation of this article. It applied the HR audit approach to Group Company's HR management and control.
