Farmland transfer is the product of the development of economy in rural areas,which reflects the objective requirements of the development of rural productivity.Reasonable farmland transfer not only can promote the adjustment of agricultural structure and the increase of farmers' income,but also can solve the problem of extensive land management,land fragmentation,abandoned arable land.Peasant households are the subjects of farmland transfer whose transfer willingness and behavior choices play a fundamental role in the final realization of farmland transfer.The problems faced by farmland transfer in China's developed regions and less developed regions,the characteristics that farmland transfer represents and its impact factors are various.Less developed regions are the areas where farmland transfer faces the more prominent contradictions and the transfer willingness of peasant households are affected by the more complex factors.Therefore,this study take the less developed county in the Southwest of Shandong Province——Yutai as an example.Through empirical survey of peasant households in Yutai,the study tries to analyze the transfer willingness and behavior choices of peasant households and identify the key factors affecting the farmland transfer willingness of peasant households playing an important role in changing properly the farmland transfer willingness of peasant households and promoting healthy farmland transfer.This study is based on 164 peasant households survey data,selects 17 indicators and uses Logistic model to make an empirical analysis of transfer willing of the peasant households and their impact factors.The results suggest that the contract areas of peasant household and their cognitive ability of policies have significant positive impact on the contract-in willingness of farmers and the average education level of the household,the proportion of family migrant labor,social security guarantee,and the numbers of land transfer have a significant negative impact on the contract-in willingness of peasant households;the average education level of the household,the proportion of family migrant labor,family depositing amount,social security guarantee and cognitive ability of policies have significant positive impact on the contract-out willingness of peasant households and the distance from the county and the net profit per mu have a significant negative impact on the contract-out willingness of peasant households.Farmland transfer of surveyed peasant households in general is not standardized.The existing problems include the low percentage of participation in farmland transfer,small-scale transfer,single transfer form,the limited transfer scope within the village,relatives-oriented transfer object,low transfer rent,self-negotiation-based transfer implementations,low rate of signing transfer contract and unqualified written transfer contract.The phenomenon that thefarmland transfer willingness of peasant households is inconsistent with their behaviors is very serious.The willingness of peasant households who have farmland transfer willingness is more consistent with their behaviors while the willingness of peasant households who don't have farmland transfer willingness is less consistent with their behaviors.The main reasons for the inconsistence of farmland transfer willingness of peasant households with their behaviors are as follows: they do not find peasant households who want to contract in their lands,the land transfer price does not conform to their psychological expectations,they worry about that the transfer farmland may be withdrawn at any time(or difficult to recover),agricultural labor are not enough and they concern their life may lose support after farmland is transferred.On this basis,this study gives some suggestions for proper transfer of farmland in Yutai County: raise the literate rate of farmers,and enhance the ability of farmers to take up non-farm work;to promote the transfer of rural labor force and increase the rate of non-farm employment;Shift farmers' thinking and weaken the soil complex of farmers;represent clearly the agricultural land ownership and do a good job in land ownership;optimize the management role of government in the farmland transfer and guidance and service role of village collective in the farmland transfer;Construct the intermediary organizations of farmland transfer to improve the service quality;improve the social security system in rural areas to reduce the dependence of farmers on the land.
