| Promoting farmland transfer has been considered an important practical way of improving the property rights system of farmland and developing the policies of farmland management in rural China. Based on describing some basic concepts on "Farmland Transfer", two objects of this study are determined: "the peasant households who in-transfer farmland" and "the peasant households who out-transfer farmland". According to the different forms of measuring peasant households' decision behavior of farmland farmland transfer—"Yes or No", "Area" and "Proportion"—three econometric models are constructed, those are separately based on the Probit Model, Tobit Model and Two-Limit Tobit Model, and four-level variables of system & policy, economics, peasant household's endowments, and individual endowments are set.The survey samples are from 26 villages(communities), 19 twons, 9 counties and 4 cities in Zhejiang Province, including 353 effective questionnaires for the peasant households who in-transfer farmland and 177 for the the peasant households who out-transfer farmland. The results show that variables of system, policies and economics have been the main factors on peasant households' decision behavior of farmland transfer, including stability of farmland's property rights, validity of policies on farmland transfer, standardability of contract on farmland transfer, and so on. Also there are some different direction and extent on two sides of the decision behavior. The main policy implications of this research are as follows: (1) Making the system of farmland's property rights stable and protecting the long-term interests of farmland in-transfer agents. (2) Improving the structure of governing farmand's property rights and promoting the execution efficiency on policies of farmland transfer. (3) Innovating the forms of constracts for farmland transfer and reducing its negotiation costs. (4) Developing non-agricultural industries and increasing the potential supplies of farmland out-transfer. |
