Research On China's Civil Aviation Air Risk Assessment Based On The Gray Analytic Hierarchy Process And Countermeasures

At present, civil aviation's development speed is rapid.There are many different kinds of civil aviation aircraft and routes all over the world.With the rising frequency of people by civil aviation,it put forward higher request to civil aviation air traffic safety.Air traffic safety management in civil aviation air traffic accident is not the main reason in our country, but it is a very important factor.A lot of civil aviation air traffic safety accidents related to civil aviation air traffic management system,institutions and organizations.So it makes sense for reducing the probability and frequency of the disasters,guaranteeing the healthy development of the civil aviation air traffic safety management and civil aviation air transport safety,to identify risk factors that exist in the civil aviation air traffic safety management timely,understand the civil aviation air traffic safety management level,and make risk assessment for civil aviation air traffic safety management,put forward some countermeasures and suggestions on previous base.Security risk assessment system guided by the theory and method related to safety system,recognizing hazards exist in system, risk rating.Make scientific risk prevention and scientific management decisionmaking with quantitative analysis by calculating. With the rapid development of various fields, the assessment process is applied to all walks of life.China's civil aviation air traffic safety management need risk assessment systematically, so as to understand the risk factors and risk level,to control and improvement better.This paper firstly described the research background and significance of the civil aviation air traffic safety management, research progress at home and abroad, introduced the related concepts of civil aviation air traffic management of disaster risk, and listed the methods of risk identification and risk evaluation. Then it constructed the risk evaluation index system from four aspects of the civil aviation professionals,the civil aviation equipment, the air traffic environment, the internal management of civil aviation, the weights of evaluation indexes were determined by analytic hierarchy process, the grey comprehensive evaluation method was to establish the China Civil Aviation air traffic safety management risk evaluation model, the risk assessment process was introduced in detail. According to the theory and risk evaluation in China's civil aviation air traffic safety management model, it made an empirical analysis of China W airlines, evaluated the risk of the air traffic safety management scientifically and rationally. The paper finally proposed the countermeasures and the suggestions for China's civil aviation air traffic security risk management in order to reduce the incidence of civil aviation air traffic accidents in China.
