Evaluation Of Freeway Operation Benefit Based On DEA

Since 2000, China's freeway began to enter the peak of repayment of market operating. How to manage and make investment decisions in the operation process of the freeway scientifically and rationally, so as to improve their operational efficiency, which has become one of the major problems of the freeway enterprise. The evaluation of freeway operation benefit is the prerequisite and guarantee for the management and investment decisions, and in the present study of freeway operation benefit, there has existing a lot of problems such as incomplete index system, focusing on the historical operation benefit, subjective methods and rough conclusion. This paper uses the data envelopment analysis(DEA) to evaluate the freeway operation benefit on the basis of a comprehensive and objective index system from the perspective of freeway operation enterprises.This paper combs and analyzes the status quo and existing problems of freeway operation benefit, summarizes the advantages and disadvantages of different evaluation methods, then selects DEA as the evaluation method on the basis of considering the characters of the evaluation of freeway operation benefit. The DEA doesn't need to set the weight and unify the dimension of each indicator,and also has no need to consider the correlation between the indicators, as well as be able to identify problems in the operational phase based on the evaluation results, and also gives the direction and degree of improvement, which overcomes the deficiencies and defects of the traditional evaluation method. Then, this paper establishes the index system from four aspects such as organizational efficiency, management level, service level and financial benefits, which on the basis of deep analysis of factors of freeway operation benefit from both inside and outside, and the assessment contents for indicators at all levels of the evaluation index system are also explained in detail. After that, building the input and output index system upon the analysis of input and output factors in the process of freeway operation and characteristics of DEA, describing the data sources in detail which including the historical data and forecast data and carrying out concrete design of the evaluation process. On the basis of the above research, taking S high-speed as an example, carrying out of comprehensive evaluation and analysis in multi-dimensional,which including horizontal, longitudinal as well as future-year evaluation and analysis, in order to grasp past and future business development of S high-speed, while the evaluation and analysis of the future-year is based on the traffic volume forecast of freeway, which is of great significance to the operation and development of freeway in the future, and this paper also proposes some suggestions to improve the freeway operation benefit upon the results of evaluation which prove the feasibility and effectiveness of DEA.
