Freeway Toll-by-weight Policy Comprehensive Cost-benefit Analysis And Research On Its Related Problems

Over-configuration and Over-loading is a concerned issue of freeway managementdepartment for a long time. As a responding maneuver, toll-by-weight is considered as aneffective mean to solve this problem. It also deeply influences transportation field. Thereforeit is necessary to comprehensively check all factors in toll-by-weight policy and makecost-benefit analysis to it. Currently researchers inboard always focus on some parts of thispolicy without systematic research. This thesis intend to dig into and make comprehensiveresearch.At first, comprehensive benefit of toll-by-weight policy is analyzed from freewaymanagement cooperation aspect. Then evaluation index of toll-by-weight policy is built.According to wide-spread new principle that “safe, endurant, environmental and economic”,this thesis brings up to make evaluation index from these four aspects and further divide theminto three level index system by the quantitative and qualitative methods. Multi-expertscounting method is used to weight all level evaluation index.Moreover, it analyses social effect of toll-by-weight policy from four aspects withcomparing toll data of before-after toll-by-weight policy. This thesis insists on consideringsocial and management benefit at the same time. On the one side, it analyzes toll-by-weightpolicy from safe and environment-friendly aspects in the view of government; on the otherside, it analyzes toll-by-weight policy from economic and endurant aspect in the view offreeway management.Finally this thesis discusses three most concerned issues. It provides optimized model oftoll rate considering all stakeholder. Also it makes statistics analysis of toll-avoidance dataand further gives some countermeasures. Then it analyzes the adjustment of freight deliveringplan and vehicle type choice according to the toll-by-weight policy.Based on tremendous toll-by-weight data, this thesis analyzes the effect of toll-by-weightpolicy from many aspects. It integrates theory research and case study to reveal internalrelationship of evaluation index of toll-by-weight policy. It takes advantage of modelvalidation and cross-section data analysis to research toll-by-weight policy. It providesscientific basis to toll-by-weight policy decision and promotes development of toll-by-weightpolicy research. This thesis can be taken as a reference for further implementation oftoll-by-weight policy.
