When the government proposed the development strategy of strategic emerging industry, high-tech industry has played an important role in international economic and technological competition. The development of high-tech industry is particularly important for the long-term economic and social development. The development of high-tech and basic industries can promote industrial upgrading, improve labor productivity and economic efficiency, high-tech industry has an irreplaceable role. The high-tech industry has made a very good development, but there are some problems. Industrialization of high-tech industry is bound by traditional forms of research and still keeps the low level. The development of high-tech industries is imbalanced between industry and region. There are different strengths and inadequate in different regions and industries. The innovation resources of high-tech industry are growing, the allocation efficiency of innovation cannot achieve the desired level.Our article starts from the definition of innovative resources, and then analyzes the current situation of innovative input and innovation output, reveals major problems, which is combining domestic and international research on the concept of innovation resources. Secondly, a reasonable method can be to establish by introducing the DEA model, the data required for the model were selected and processed, and then it can come to the specific values of the regional innovation efficiency of resource allocation. It analyzes the four aspects of the regional sub-category to compare between regions, mainly from the efficiency, DEA effectiveness, returns to scale, projection analysis. Again through the Gini coefficient, it calculates contribution of each indicator to the overall regional differences, further analyzes of the gap between eastern Midwest distributions of innovative resources. Finally, this paper summarizes the main conclusions, put forward countermeasures and suggestions to optimize our high-tech industry resource allocation. Low efficiency of the innovation resources allocation is mainly due to lower pure technical efficiency; The main cause of low scale efficiency is the disharmony of innovation resources; innovation funding and innovative talents of high-tech industries are widening gap between the regional distribution of innovative resources. The market mechanism of high-tech industries should be combined with the planned mechanism to promote innovation and investment elements of regional mobility, balancing the eastern and western innovation investment; through effective controlling and guiding to improve the innovation funding allocation, it can optimize the innovation output. Additionally, improving the quality of innovative talents is necessary.
