In this paper, we have made an empirically study about the spatial inequalitycharacteristic and polarization of China’s High-tech industry development, based onChina’s30provinces high-tech industry development data during1995-2010. The resultsare as following:(1) During the sample observed period, the level of development of China’s high-techindustry presents an increasing tendency. But there exists difference of the growth rangeand evolution process of regional high-tech industry development.(2) We draw theregional distribution map of China’s high-tech industry development by the use of GISsoftware. The map shows that China’s high-tech industry development has significantspatial inequality characteristic.(3) By the use of Gini Coefficient and its subgroupdecomposition method which Dagum (1997) put forward, China’s high-tech developmentregional disparity is decomposed. The results show that the overall regional disparity ofChina’s high-tech industry development is decreasing. In the case of the high-low levelgrouping, the gap between groups and the gap in the groups shows a decreasing tendency. The gap between groups contributes to the majority of regional differences, thecontribution of the gap within the groups is so small, and its rate changes inconspicuously. In the case of three regions, the gap within the regions and the gap between western andcentral regions show a decreasing tendency, the gap between eastern and western regionsand the gap between eastern and central regions show an increasing tendency. The rate ofthe contribution of the gap between regions is increasing, the rate of the gap within theregions and the intensity of transvariation is declining. The results show that thereexistences a clear boundaries in China’s regional high-tech industry development.(4) Theresults of polarization degree measurement by ER, EGR, LU index show that the regionalpolarization of high-tech industry development in China has significantly increased. Theevolution of polarization degree is not unique due to the different geographical units. In thecase of the high-low level grouping, the rise of the degree of polymerization in the group islarger than the decline of the degree of confrontation between groups. The regionalpolarization of high-tech industry development in China shows an upward trend due to thetwo opposing forces. In the case of three regions, the degree of polymerization in regions isrising and the degree of confrontation is declining. The regional polarization of high-techindustry development in China shows an upward trend due to the two same forces.(5) Theresults of influencing factors based on panel data model show that regional development, the structure of industries, R&D and location condition have a significant impact onChina’s high-tech industry development. The results based on regional panel data modelshow that, the impacts of influencing factors is different depend on regional spaceconditions. Finally, I summarize the whole article according to the empirical study results. AndSome policy suggestions are put forward from five perspectives, those are keepingChina’s high-tech industry developing quickly, enhancing the industries clustering effect, improving the competitiveness of the high-tech industry, strengthening interaction andcooperation between regions, promoting regional high-tech industry development inharmony.
