The Research On The Equity Issue Caused By The ‘fragmentation' Of The Government Social Security Pension Insurance Of China

Pension security system, as a basic system of the national security system,is close related to the vital interests of millions of families and maintains the stability of economy development. All countries in the world attach great importance to establish and improve stable social security system, some western developed countries, after a long time exploration and improvement, has gradually formed a relatively sound system,which provide guarantees for the elderly's late life. In our country, old-age security is an indispensable content that people dream about, however under the "fragmentation" state of social security system at present, many people actively or passively abandon insurance.The number of "abandon" reached 38 million in 2003, which was close to ten percent of contributors in town. Surging waves of "abandon" reflect problem of the operation of the old-age security system in China, if these problems is not settled as soon as possible, old-age security safety net can not be completed will influence the social stability.Social security system of our country is still in the process of exploration currently,the evolution of pension security system in our country has made great achievements. But at the same time we should also realize that it still faces the challenge of "fragmentation" and many other serious defects. Can "Fragmentation" endowment insurance achieve wider coverage? How to guarantee fair and equal? Can it be a sustainable long-term operating mechanism? These are three core problems of this study.(1) The study of China's pension security system coverage.China's current urban social security coverage has been increasing, but it's still at the beginning and has a lot to improve in the rural area. We have been advocating the goal of "wide coverage, now it's even evolving into " whole coverage".Under the national condition of agricultural country,the agricultural population accounts for the great proportion of residents in our country, to achieve the goal of wide and whole coverage, this part of population must be considered.Now, the causes and countermeasures of the lack of social insurance in rural is worth thinking.(2) The research of internal and external equity of pension insurance system in our country basing on the "double track" or "multi track" system.This paper compares andstates the endowment insurance pay of different groups. The "double track" is inconsistent with the principle of fairness, it must be abolished, but how to carry out scientific and reasonable adjustment remains to be investigated.(3) The research on the sustainability of our country endowment insurance, mainly on the communication problems between various areas, the problem of low level as a whole and pension appreciation value analysis. Currently it is not easy to conduct in the whole country while local government act as independent parts, so that the individual endowment insurance is not sustainable, and only complete the national unified as a whole,can make it possible to transfer the characters and ensure its credibility. In addition,there are obvious problems in terms of China's pension management and operation. Only the country's social security system has the sustainability of the long run, the stability of social order can be guaranteedOur country social security "fragmentation" of urban and rural social security culture,embodies the problem of urban and rural duality, dual-track between the authority institution and enterprise, coexistence of social security and low level of controlling. To eliminate the "fragmentation" of our country's social security, reform and perfect is necessary, to integrate urban and rural social security, the authority institution and enterprise and improve the overall level of social security pension investment and management.
