A Study On Urban And Rural Medical Insurance Integration In Enshi City

After 40 years of reform and opening up, people's livelihood development of society and economy has increased rapidly, which attracts worldwide attention, medical insurance system of our country is continuously improved, the basic medical insurance of full coverage has been realized. However, the rapid economic development has not brought the equal welfare level to the urban and rural residents, on the contrary, China's urban and rural residents medical insurance system has been widening. To reduce China's urban and rural resident medical insurance gap, we should pay more attention in improving the rural medical insurance system and making the basic medical insurance system for integration of urban and rural residents. In this long-term process, the basic medical insurance system for urban and rural residents is closely related to people's better livelihood of China. Moreover, it is one of the most important factors to guarantee steady, healthy development of the national economy. Therefore, how to effectively integrate the basic medical insurance system for urban and rural residents in China is of great theoretical and practical significance.This paper put Enshi City as the object of this study. And analysis its differences between urban and rural resident medical insurance system and problems, analysis of the medical insurance level of urban and rural residents in the gap, the basic medical insurance for urban and rural residents of the urgency of integration, to provide a solid foundation for basic medical insurance urban-rural integration. This paper also uses comparative and inductive method, urban and rural medical insurance to practice in advanced districts like Chongqing and E'zhou, and summed up, and according to the actual situation of Enshi, should learn from the experience of these districts.This paper is divided into six parts, the first part is mainly the research contents, methods and research situation at home and abroad. The basic concepts of the second chapter is that urban and rural residents in the basic medical insurance system and the related theory to explain. The third chapter on the status of medical insurance for urban and rural residents of Enshi and its existing problems were analyzed, from the current situation of urban basic medical insurance and the current rural medical security, hierarchical analysis of the existing urban and rural resident medical insurance system of Enshi. The fifth chapter by drawing on the Chongqing and E'zhou Cities' medical insurance system,draw the valuable experience of Enshi. The sixth chapter puts forward the integration of the basic medical insurance system for urban and rural resident countermeasures and suggestions.
