Study On Financial Burden For New Pension Insurance In Rural Areas In Fujian Province

September 2009 the State Council decided to carry out new rural social pension insurance, and promulgated the " State Council on the new rural social pension insurance pilot guidance ".It is a breakthrough following the abolition of agricultural tax, the implementation of the new rural cooperative medical care. The implementation of the new agricultural insurance have narrowed the gap between urban and rural areas, safeguarded social fairness and improved a sound social security system. This paper is about the new agricultural insurance development process, the status of implementation, financial support, financial affordability of future expectations and other aspects specific research against the background.In this paper, we look through related research about new rural social insurance. Combining quantitative with qualitative methods of analysis, collecting relevant data from Fujian Statistical Yearbook and Human Resources and Social Security Department forecasting on the basis datas above.Ultimately revealing financial support to new rural social insurance and whether it would be a burden to finance of Fujian government.This article concludes the following points:First, the number participating of new rural social insurance exceeds that number of old rural social insurance.And the number participating is increasing.People insured situation in Fujian Province : Quanzhou is the largest number of insured, followed by Fuzhou. The number of insured is related with the level of local economic development closely. Fujian Province has been basically reached a new comprehensive coverage of new rural social insurance.Second, revenue, expenditure and the cumulative balance of pension funds increased rapidly in recent years. From the prefectural-level city of Fujian Province, three top of the insured number is Quanzhou, Fuzhou, Zhangzhou,so is the revenue of pension funds. Sanming and Nanping obviously lag behind other cities.Third, financial support to new rural social insurance will not be a financial burden in 2010 and 2011. It is estimated that financial support to new rural social insurance will not be a burden to government finance of Fujian Province In the 2011-2015.Fourth, we arrive at problems of new rural social insurance through above analysis, such as: less government financial subsidies, low level of basic pension, special care has not been enough for special groups, management confusion, poorly designed system. the article analyzes the impact of the financial affordability factors based on previous literature and the actual situation, including: the rural elderly population, the situation of peasant families, farmers' per capita income levels, consumer price index, the local government finance revenue and other factors.Fifth, giving some measures to improve new rural social insurance financial affordability measures: incentives to pay more pensions; developing collective economy to subsidy pensions, increasing the value of Fund. eventually make reasonable prospect based on the above: Continuing legislation construction, convergence of urban and rural social insurance, narrowing urban-rural gap; establishment and coordination of economic development of protection mechanism.
