Post-evaluation Study On Economic Benefits Of Risk Operation Service Project In Yesandiao Block Of Dagang Oilfield

The funds of Risk operation service is provided by non listed oil and gas field companies of PetroChina, approved by the joint-stock companies, it can do some development and production activities in the blocks which are difficult to exploit. Risk Operation Service Project has a large scale of investment, long construction cycle and high risk.Ye21 block is the pilot experiment block of Yesanbo blocks, its main workload has finished and it has gone into operation for a period of time. Economic benefits are so obvious that it is necessary to do some economic benefits post- evaluation.This paper bases on the project post-evaluation. Combining the knowledge of project management, finance, statistics and economics, basing on the evaluation of petroleum reservoir engineering, drilling engineering and ground engineering, we do the post- evaluation by comparative analysis, analyzing the project investment, project benefit and risk factors systematically. We learned experience and lessons and then put forward some countermeasures to avoid and control risk. Given the characteristics of Risk Operation Service Project, we do the post- evaluation after the main part of the project finished when the economic benefits are obvious. It guides the operation of the project effectively, and it will work until the project finish, we found out post- evaluation methods that include the selection of evaluation methods, system construction and benefit factors analysis. It has important value for the development of surrounding blocks and operation of other similar projects. In the economic benefits post-evaluation, the impact of oil price, production, cost and other factors are fully considered. In addition, a crossed warning is made, they provide a reliable basis for investment decision and risk avoidance.
