As an important infrastructure construction to boost the national economic growth, the highway construction has been rapidly developed since the 1980s. During the "Twelfth Five Year Plan"the highway planned mileage is 83000 km which increased by 43% compared to the mileage in the "Eleventh Five Year Plan". While the plan completed, the national highway system is basically formed. Attached with the highly growth pattern is the efficiently highway project management. Therefore the highway financial post-evaluation plays a significant role in providing the feedback informations. The financial informations provided by the post-evaluation are useful to propose suggestions which contribute to improve the project’s financial benefit. Apart from this it can summarize the experience for the follow up projects to improve the capital expenditure efficiency.In the backdrop of the prosperous growth of highway construction while the country is strongly supporting the development of the western region, this paper evaluates the finance benefit of the the western part of Xining through-highway in Danla national trunk road which located in Qinghai province. After searching the literatures and gathering information from the related regulations and clauses, this paper summarizes the basic theory of highway project benefits evaluation, including the different between post-evaluation and forecast, post-evaluation’s purpose, theoretical foundation, steps and methodology. According to the steps, this paper recognizes the factors that could affect the project’s financial benefits, then calculates the profitability, debt payback capacity and existing capacity of the project with these data. Then the calculated benefit data is used to be compared with the expected benefits from the feasibility report. The difference between the factual benefit calculation and the expected benefit calculation is helpful to figure out the factors that cause this difference. Finally, according to the influential factors from the financial analysis and the actual situation of this project, this paper propose some reasonable suggestions for improving it’s financial benefit, as well as accumulating experience for the subsequent projects.
