Research On The Reform Of Community-based Shareholding Cooperation System In The Process Of Urbanization

With the new development of industrialization and urbanization, rural areas are greatly changed,which the core of modernization of agriculture has become to people-centered and give them greater power. Modern market economy puts forward higher requirements to rural collective economic organizations, and brings community-based joint-stock cooperative, becoming institutional choice for rural communities' collective assets restructuring. Community-based joint-stock cooperative system combines mechanism of joint-stock and cooperative system to introduce into the management of rural collective assets, and it gives community members greater powers of collective forms of economic organization. So it is considered as a breakthrough after the household contract responsibility system. It plays an important role in solving collective assets property conflicts, maintaining the legitimate rights and interests of community members, realizing the coordinated development of urban and rural areas and promoting agricultural industrialization and specialization.Based on the domestic and international cooperation system research, combining case studies and general studies, qualitative research and quantitative analysis, analyzing typical cases and the main mode, the paper demonstrates the necessity of community joint-stock system from aspects of unique rural communities, the supply of public goods, distribution and collective revenue sharing and so on.Under the perspective of urbanization, the paper gives a detailed analysis of many operating characteristics during the practice of joint-stock system reform, and gives ideas and design on improving community-based joint-stock cooperative, in order to give new and innovative ideas on getting out of reform misunderstood expectations and sustaining healthy development of community-stock cooperative system.The thesis is divided into five parts: The first part, defining rural collective assets,community-stock cooperative system and other core concepts, and summarizing the theory of modern property rights and institutional change theory; The second part, by analyzing the rural collective economic organization development process since the founding, of to start the development, generally comparing the main representatives of community-based joint-stock cooperative, such as Tianhe mode,Sunan mode and Fengtai mode; The third part, taking C community of L City as example, summarizing the lessons of reform; The fourth part, describing the main operating mechanism of community joint-stock system during urbanization process.; The fifth part, based on the previously discussed,putting forward interaction and design ideas on future reform development from aspects of ownership stake, government functions, legal construction and social security.
