A Case Study Of The Rural Community Joint-stock System

The rural community joint-stock system is a new system which has boomed in rich rural areas of outskirts of a city in recent years. Taking the case of the joint-stock system reform in Zhuantang township under Hangzhou municipal government as research subject, this article reviews the context of the rural community joint-stock system from its birth to development in China; and then discusses its characteristics, functions, and problems existed in its running process. Furthermore, the article provides a series of countermeasure to develop and optimize this system.The paper is composed by five parts as following: 1. The birth and development of the rural community joint-stock system. The research outcome of experts and scholars through literature review; 2. The situation of reforming the community joint-stock system in Zhuantang township, and why the case of Zhuantang township is selected as a research subject and the significance of this research; 3. Characteristics and functions of the rural community joint-stock system. As the combination of the stock system and the cooperation system, the community joint-stock system is a kind of being caused system transformation, which gives attention to both the "public" and "private" sides. The paper sums up effects exerted by the system and stresses the analysis of property rights' traits, and then reveals the relationship between the property rights' illegibility and Chinese land administration system; 4. Problems existed in running process of rural community joint-stock system, such as tangly body corporates' qualification, conflict leading positions, multifarious stock items, unorderly stock collocation, imperfect external monitor mechanism, and low efficiency of internal supervising mechanism; 5. To boost the optimization and development of the rural community joint-stock system, it is necessary to push the reform process with positive, stable, and normative policies. At the same time, it is important to hold the pass of stock collocation and upgrade the supervising mechanism.The rural community joint-stock system is a new thing and is still changing and developing, therefore, the work of this paper must be elementary. H owever, the elementary, small practical experience research is indispensable for any research about new things. Speaking in this meaning, we would regard this elementary work as a jumping-off point for a more significant work.
