The Research On The Rural Community Joint-stock System Vicissitude Performance

The effective realization form of collective ownership in rural community joint stock cooperation. With the development of industrialization and urbanization, the problem of "external profits" of collective assets and income distribution can not be solved under the traditional system of collective property rights. Community joint-stock cooperative system exist some shortcomings, collective shares on the high side and the property right is not clear, equity lack of stability and liquidity, the collective economic organizations should be standardized construction, the collective assets supervision system is not perfect; existing in the stock and cooperative ownership of community performance limitations and lack of innovation, reflecting the collective economic organizations towards a full market subject on the road to reform is deepening. Not because of these specific issues denying the necessity and significance of the reform, it should continue to deepen reform, create greater institutional innovation and economic performance.This paper uses the new institutional economics to study the formation, innovation and development of the rural community joint-stock cooperative system in Heyuan city. The study shows that the formation of the joint stock cooperative system in the rural areas of Heyuan City, including economic reasons, institutional reasons and social reasons. This paper puts forward that the rural community joint-stock cooperative system is a kind of transitional collective economic organization form, which will eventually develop into a more standardized cooperative organization or joint stock enterprise. At present, the rural community in Heyuan city is gradually moving towards more open from the closed state,the collective property right is dominated by the static right of use, and the urban and rural system is gradually moving towards integration from the two yuan. Development and improvement of the basic idea of community share holding cooperative system, the basic premise is adhere to and perfect collective ownership, protection of farmers' land rights and interests, realization way is to establish the market subject status of collective economic organizations, the basic goal is the development of the collective economy and optimization of the rural resource allocation and support conditions is to deepen the reform of the land system.This paper argues that should clear community shares in the economic cooperation organization is only the collective economic organizations, optimize share set, to carry out equity curing and districts and counties within the scope transfer pilot, the collective economic organizations of the company to carry out a pilot of encourage collective economic organizations and social unit to carry out a wide range of joint-stock cooperative,accelerate the collective construction land use right of ownership and right to expand,improve community internal and external supervision mechanism, to carry out the legislation of the rural collective economic organizations, to deepen the comprehensive rural reform. Heyuan rural community joint-stock cooperative system has universal significance, its deepening reform for the rest of the country to provide useful reference.
