Research On The Efficiency Of Basic Public Cultural Service Expenditure Of Jiang'xi Province

"Culture-superpower-strategy" was put on a high level of country strategy,as an essential part of that strategy,public cultural service system building has been highly valued by the party and the state.The "18th CPC national congress" proposed the requirement of "build a modern cultural service system" and "strengthen the major public cultural projects and programs,improve the public cultural system,and improve service efficiency".Under this background,each province's government has been continually expending the fiscal expenditure of public cultural service,as well as Jiang'xi province.But under the premise of limited fiscal resource and an increasingly requirement of public cultural service quality from citizens,it becomes an important issue that how to evaluate the government fiscal expenditure's efficiency in the field of public cultural services.Under this background,this paper is studying the fiscal expenditure efficiency of basic public cultural service,based on the data from 10 cities of Jiang'xi province.Based on the Efficiency Evaluation theory and the Public Goods theory,this paper establishes an index system firstly,then analysis those 10 cities' input scale and output scale of basic public cultural service,then evaluate the efficiency of those 10 cities'basic public cultural service by DEA method,at last,according to the result,try to find some strategies to improve the efficiency.By analyzing the fiscal expenditure scale of basic public cultural service,there is a big difference between 10 cities of Jiang'xi province.From the view of five years'average level,Nan'chang is No.1 and Gan'zhou is No.2,Xin'yu's and Ping'xiang's level are in the back row.Nan'chang is the capital of Jiang'xi province,which means it has more resource,Gan'zhou always attaches great importance to the construction of public cultural services,Xin'yu and Ping'xiang,who have fewer people and less geographical area,belong to industry city and mining city respectively.By analyzing the output scale of basic public cultural service,there is also a big difference between 10 cities of Jiang'xi province,From the view of four years' average level,Nan'chang and Gan'zhou rank ahead,Xin'yu and Ping'xiang rank behind,the input and output variables have a Significant positive correlation.In terms of the expenditure efficiency of basic public,based on the basic public cultural service expenditure of 10 cities of Jiang' xi province cultural service,this paper establishes a realistic and practical evaluation index system,and use DEA method(Data Envelopment Analysis)to evaluate the fiscal expenditure efficiency of public cultural services of 10 cities from Jiang'xi province.Here are the results:Firstly,totally,the fiscal efficiency of basic public cultural service of those 10 cities is not DEA effective,the low level of pure technical efficiency is the main reason,which means the government's capital management level is not high;Secondly,From the view of particular area,Yi'chun's average crste is the highest,the second were Nan'chang,the last was Fu'zhou,there are three conditions,pure technical effective but not scale effective,scale effective but not pure technical effective,and none of pure technical effective and scale effective.Some cities are built because of specific industry,such as Xin'yu and Ping'xiang,have a characteristic of pure technical efficiency but not scale efficiency;Thirdly,from the view of return of scale,Gan'zhou and Ji'an are in the period of scale reward descending during four years,and their scale efficiency is not effect during those four years too,which means they should decrease the input level.Ping'xiang,Jing'de'zhen and Xin'yu are in the period of scale reward increasing during the four years,considering the low input level of those cities,they should increase the input scale.According to the results above,this paper give some targeted suggestions to improve the basic public cultural service fiscal expenditure of Jiang'xi province:at the point of fiscal input,the government should increase the scale efficiency level by ensuring the input scale of most area of Jiang'xi province,especially those cities who are based on particular industry like Xin'yu and Ping'xiang,so that the whole efficiency level will be increased,here are some concrete steps,the government should not only add main public cultural productions,services and public cultural activities to public finance expenditure budget,but also establish a perfect transfer payment system,take the principle of payment differentiation vigorously support the development of public cultural services in these areas;The government should establish and improve the system of fiscal expenditure budget management,improve the local government public cultural fund management mechanism,adhere to financial law,strengthen public financial supervision mechanism;at the same time,the government need to improve the local financial information disclosure mechanism,improve the financial information transparency,fiscal discipline and hardening the local government budget constraints,improve public financial management efficiency and scientific,so as to improve the level of government financial management to promote the pure technical efficiency;the city should take measures to improve the basic public cultural expenditure efficiency level according to their own situation;Put efficiency intothe evaluation system.In the work of the government in the management of cadres often pay more attention to the contribution to economic development,ignoring the quality of public services,resulting in a series of social problems.In the future work,the government need to establish a performance evaluation mechanism,focuce on the effectiveness of fiscal expenditure regulation,at the same time,the whole mechanism should be put into the whole process of the government management activities,provides scientific basis for making right decisions.
