The performance of Public service expenditure in livelihood is a heating topicthat both government and the general public are paying increasing attention to. Building a well-organized evaluating system for this performance is not only a necessary for financial efforts in improving people’s life, but also a crucial part in public expenditure control of government. To help fulfill Scientific Outlook on development and build a harmonious society, this thesis systematically elucidates how performance measurement of public service expenditure in livelihood should be constructed, put into practice, analyzed and assessed.Choosing comprehensive and appropriate indicators is critical in building this system. Based on several performance measurement theory and similar attempt at home and abroad, public service expenditure in livelihood of Ningbo in last3years is analyzed by different evaluation focus on public education, social security and employment, public healthcare and science/technology. These analysis leads to an impersonal, scientific performance measurement. The weight of different indicators is calculated by AHP analysis. Different indicators vary in types:static ones and dynamic ones, qualitative and quantitative ones, which all contribute to description of public expenditure/benefits/effects with accuracy. Index of performance, index of performance improvement and index of difference in performance, together with index of performance consistency, dissect the performance of public expenditure in livelihood of Ningbo within multiple dimensions, giving access to public expense supervision and improvements in public service.
