An Empirical Research On The Performance Evaluation Of Financial Expenditure On Public Cultural Service In China

The growth of Economic depends on the soft power of national culture,The improvement of public cultural services is conducive to enhancing the country's cultural soft power,is conducive to the prosperity of the socialist advanced culture and building a harmonious society.With the rapid development of China's economy in the 21 st century,the state and local governments have paid more and more attention to the construction of public cultural services.In recent years,China has introduced a series of policies on public cultural services,has continuously increased investment in public cultural services,But the fund for public cultural services is lack.At present,there is a phenomenon that the efficiency of using funds in public cultural service is not high and the waste of resources of the public cultural service.Therefore,the Performance Evaluation of Financial Expenditure on Public Cultural Service in China is of great significance to the management of public financial services about Chinese government.In order to discuss the Performance Evaluation of Financial Expenditure on Public Cultural Service in China in depth,First of all,on the basis of the existing research,this paper constructs the more reasonable index system of performance evaluation which is in line with China's actual situation on public cultural service expenditure according to the design principle of performance evaluation index.Secondly,this paper uses the Analytic Hierarchy Process(AHP)to analyze the data of 31 provinces in China.The results show that there is a big difference in the performance of public cultural service expenditure between Chinese provinces,Among them,the eastern region performance is the best and the middle region performance is the worst.At the same time there are also lack of investment in the provinces and the problem of unreasonable allocation of resources.Then,this paper also uses DEA model to study the efficiency of input and output of public cultural service in 31 provinces of China.It is found that DEA is ineffective in most provinces of China.Finally,according to the empirical results of performance evaluation,this paper analyzes the causes of the Performance Evaluation of Financial Expenditure on Public Cultural Service in China and puts forward relevant policy suggestions.In this paper,the main results of research and innovation is to build a more comprehensive and reasonable index system on performance evaluation.The first application of AHP and DEA evaluate the performance Evaluation of Financial Expenditure on Public Cultural Service ofChina,This approach not only overcomes the tendency of the AHP approach to rely too much on human subjective consciousness,but also addresses the shortcomings the ability of DEA to incorporate people's preferences into the assessment system.We can get the optimal solution from the two aspects of subjective and objective,so that the performance evaluation of public financial expenditure on public cultural service is more reasonable.
