Since the population of China which stays in a large base grows perennially, there is a need for more and more food supply to meet the needs of the population growth. Cultivated land, regarded as the carrier of grain production and the fundamental guarantee food security, keeps1.8billion hectares of arable land red line and ensures that more than1.3billion can live, which should be the essential cornerstone of China’s economic development and social stability. In our country, the protection work of cultivated land is fulfilled through the index of preserved cultivated land quantity in the planning of the land usage, thus, to scientifically, reasonably, justly and fairly allocate the cultivated land index is really important.This article summarizes and compares the domestic and foreign general theory and method relating to the decomposition of the index in the land use planning, analyses the existing problems during the period of the current decomposition of the index of preserved cultivated land quantity, and its negative influence for the protection work of the cultivated land. In order to combat these real evils, with the consideration of several factors which exert comprehensive influences to the current situation and tendency of the reasonable preserved cultivated land decomposition, this study raises an evaluation system which is made up of13factors, the level of urbanization, the unused land area, and the current level value of the distance of the town to the city by the arm year2005, and per capita cultivated land quantity, per capita building land area, ecological green equivalent, grain yield, the effective irrigation area, and per capita agricultural diesel consumption, agricultural output value, agricultural labor force, rural per capita net income and the increment trend level of the land as transportation area by the year of2005to2010. Further on, the study proposes a multi-factor comprehensive evaluation model for optimizing the decomposition of the preserved cultivated land quantity, and could overcome the evils of strong subjective factors and human interference in the past periods of the index decomposition in a certain extent.This article takes Xiaonan District Xiaogan City for empirical. On the basis of the research methods of literature study, planning theory, and the analysis of the cultivated land index decomposition principle, process and method, this article researches on the influential factors concerning the decomposition of the preserved cultivated quantity index by introducing the principal component analysis, determines the principal component proportion, calculates the decomposed unit comprehensive evaluation score, constructs the cultivated land index decomposition model which is applicable for target area, and then evaluate its decomposition results efficiently and fairly. Finally, the evaluation results demonstrate that this research decomposition results are better than the<Xiaonan District land use planning(2006-2020)> in the efficiency and fairness, and it is more in line with the actual developmental situation of Xiaonan District.
