In the central enterprise performance evaluation system of the past,the main evaluation indexes are calculated on the basis of accounting data.However,the current accounting standards of accounting event provides a variety of accounting method,enterprise managers can find appropriate and reasonable reason to change enterprise‘s accounting policies and accounting estimates,so as to achieve the special purpose of enterprise managers.These changes of accounting policies and accounting estimates are comply with the provisions of the current accounting standards,but not the real reflect the enterprise production and operation of the real situation.On January 1,2010,state-owned assets supervision and administration commission issued the latest version of "The management method of head of the central enterprise operating performance evaluation",which explicitly request the subordinate member unit must incorporate the EVA bring into performance evaluation system.The introduction of EVA index means SASAC attention to equity capital cost impact on the performance evaluation.However,factors that affect enterprise performance evaluation results not only need to consider the equity capital cost of the single factor,but also need to consider the enterprise stakeholders factors(such as employees,suppliers,customers and government)bring the effects.Simply bring the EVA index into performance evaluation system,to reflect the real situation in the enterprise through the performance evaluation function is limited.Combination of three kinds of performance evaluation method what based on balanced score card,corporate social responsibility and EVA,Reasonable selection of financial evaluation indexes and non-financial class evaluation indexes and their proportion,trying to seek an effective against the central enterprise performance evaluation index system.In recent years,the rapid development of domestic ocean shipping industry,The "Liao Ning" aircraft carrier is finished to build,ship manufacturing companies grow gradually,and vigorously promote the reform of central enterprises,encourage central enterprises "more stronger","more big" and "more specialization".GC Group as CSSC subordinate's largest ship manufacturing listed companies,in the past two years through to merger the upstream or downstream enterprises,complete industry chain of the enterprise,is working hard toward the goal of "more stronger","more big" and "more specialization".GC Group as in the domestic main board and the Hong Kong listed companies,to reflect the enterprise of the authenticity of information requirements more stringent.So,From the information transparency,the nature of the industry,market development prospect and the multiple perspectives into consideration,selection of GC group as a case study of this paper.The study results of GC Group have a certain reference value for other central enterprises in the same industry.Based on the performance evaluation index system of GC Group,Through an Comprehensive analysis to the existing problems,find the causes of problems and discussed,at last put forward some amendments for the cause of problem.Ultimate goal is to build a set of suitable performance evaluation index system for China's national conditions of the central enterprise,to promote the development of the EVA system in our central enterprise performance evaluation.Full text of a total of five parts.The first part is the introduction,expounds the background of this topic and research significance.In the literature review summarizes the representative research results of the foreign comparison in the study of the performance evaluation index system,combining with Chinese scholars on the issue of related research,points out the research value and practical significance of this topic.The second part is to summarize the enterprise performance evaluation index system.A retrospect evolution process of the central enterprise performance evaluation index system,and mainly introduced its evolution situation both at home and abroad.The third part is the basic conditions of GC Group and introduce the setting of its performance evaluation index system.From the core indicators,secondary indicators to the index layer indicators,details the enterprise existing index system.The fourth part is the combination analyze of GC Group's internal and external factors,points out its shortcomings,and summarized the causes of the problem.The fifth part are the suggestions of the GC Group performance evaluation index system,using EVA,balanced score card,and the idea of social responsibility,to perfect index system of enterprise.The sixth is divided into the conclusion,summarizes the full text,and points out the main research content and innovation.The major contributions of this paper are: one is the central enterprises although at present joined the EVA performance evaluation index system,but the understanding of central enterprise actual managers is very insufficient,so this paper put the understanding of the need to start from the top about EVA forward,only when the upper really understand the connotation of EVA and its benefits,can promote the concept of EVA in the enterprise;Second is through the analysis of the performance evaluation index system of GC Group,found financial indicators is still as the leading.Based on the basis of the existing performance evaluation index system of GC Group,fusion with the corporate's social responsibility,balanced score card,to build a new performance evaluation index system set of EVA as the core.The limitation of this article is mainly manifested in: limited by personal ability of knowledge,in the process of building the EVA as the core,join the corporate's social responsibility and the balanced score card into the model,to modify and replace some indicators,some of the corresponding index has certain subjectivity,lack of practical experience;Although I have the good fortune to field investigation the GC Group,but restricted by objective conditions,most information is written theory,obtained less performance evaluation system of practical data.This may make the final research conclusion has certain limitations,does not necessarily universal.
