With the development of ecommerce in China,express logistics industry develops at a high speed.State-owned and private express logistics enterprises share the logistics market.With its low cost and fast distribution,private enterprises are developing rapidly,and the pressure of market competition is increasing.As a state-owned public institution with enterprise management,if the postal district central office wants to take the lead in all-round competition,it must upgrade the operation level of the central office to adapt to the more intense market competition environment.So it is particularly important for the postal district central office to make effective performance evaluation,conduct performance management,improve the efficiency,and provide positive guidance and reference for the managers.This paper takes the central post office as the research object,combines the characteristics of the central post office,considers the theory of lean production,JIT and TQM,Based on the Key Performance Indicators(KPI),this paper establishes the performance evaluation index system of Post District Central Office from two dimensions of efficiency and quality.Applying DEA model to evaluate,on the one hand,it makes effectiveness analysis and performance evaluation,on the other hand,it puts forward improvement measures to achieve overall effectiveness,and provides counter measures and suggestions for managers.The main research contents are as follows:Firstly,this paper introduces the back ground,purpose and significance of this study,and summarizes the research on performance evaluation and performance evaluation of express logistics enterprises,and focuses on the establishment of evaluation index system and the selection of evaluation methods for express logistics enterprises.Finally,the content,method,content and framework of this paper are put forward.The second part summarizes the related concepts and theories,mainly summarizes the postal district central office,and introduces the related concepts of performance evaluation,introduces the basic research ideas,basic concepts and basic models of DEA comprehensive evaluationmethod,introduces the evaluation steps of DEA method,and analyses the feasibility of using DEA to evaluate the performance of Postal District Central office,which lays a theoretical foundation for this paper.The third part is about the establishment of the performance evaluation scheme and the model construction of the postal district central office.This paper mainly introduces the establishment of performance evaluation scheme of M post District Central office,establishes performance evaluation index system,and chooses key indicators to build DEA performance evaluation model of post District Central office.The forth part,combined with the actual survey data,takes the M post District Central Office as an example to carry on the empirical analysis.Finally,summarizes the full text and puts forward the research deficiencies and prospects.
