With the economic development,Liaoning province,as an old industrial base,is consuming lots of fossil energy,which leads to carbon emission increase.Therefore,this paper discusses the development level of low carbon economy and influence factor of carbon emission on the background of Liaoning province.Beginning with the background and meaning of low carbon economic development,this paper discusses current situation of low carbon economy.By referencing related researches and theory basis,the research method is put forward,research content and emphasis are expressed.From the point of energy consumption,low carbon development and economic development,current situation of low carbon economic development is illustrated to show the necessity of low carbon economic development in Liaoning province.Firstly,using variable fuzzy recognition,low carbon economic development level of Liaoning province during 2003 to 2013 is evaluated from the aspect of energy consumption,low carbon development,technology input,environment protection and economic development systems.Then ArcGIS is used to obtain spatial analysis.The results show that low carbon economic development level of Liaoning increases from 2,8759 in 2003 to 3.0166 in 2013 namely form higher medium-carbon level to medium-carbon level.Low carbon economic development leveling coastal regions is higher than inland regions,and shows unevenness among the regions.Low carbon economic development level in Gingko,Shenyang,Dalian,Dandong and Huludao is high while in Chaoyang,Fushun,Liaoyang and Benxi low.In 2003,carbon emission efficient in Huludao and Dandong was in medium-carbon level,others regions in higher medium-carbon level.In 2013,low carbon economic development in most of the regions was in medium-carbon level.Each subsystem has different influence on low carbon economic development.Among that,low carbon development,energy consumption and economic have significant influence while environment and technology input influence less.Last,this paper analyzes low carbon economic development in Liaoning.SBM model is used to complete an empirical analysis.Through Gini coefficient and variable coefficient,development course and trend of carbon emission efficient in Liaoning is obtained.The results show that carbon emission efficient in Liaoning is uneven.Carbon emission efficient of Shenyang is high all the time;of Jinzhou,Dandong,Dalian and Anshan are relatively high;of Chaoyang is low.Meanwhile,low carbon economic development level in Chaoyang is low too.So carbon emission efficient has an influence on low carbon economic development.In general,the gaps of carbon emission efficient among 14 cities are shrinking.Carbon emission efficient in middle regions is higher than in southeastern regions and in southeastern regions higher than in northwestern regions.Among all the influence factors,economic development and energy consumption play an important role.
